"Web-based consultation" is defined as receiving responses to a series of special topic  questions on a specially designed web site over a six-week period.

Open participation

Participation in the process can be open, depending on the purpose and situation of the consultation.

Closed participation

Participation in the consultation process can also be restricted and provided by invitation only -- based on a pre-selected participant list.

Interactive

Respondents can receive the results of the consultation by e-mail, or view results posted on the web site.  A follow-up consultation process is possible for a sub-sample of the original consultation group.
